Mr. Phukan retired as the Joint Director of Economics and Statistics, Assam, in September 2023. His efforts contributed to the development and enactment of key financial regulations such as the Assam Microfinance Institutions (Regulation of Money Lending) Act, 2020, and amendments to the Assam Money Lending Act, 1934.
